Sir,
With reference to your letter 5228/1903 of the 26th February 1903, I am directed to acquaint you, for the information of Mr. Secretary Chamberlain, that Mr. Brodrick is not able to admit that the arrangement between the War Office and the Colonial Office discloses any obligation on the part of the War Office to enable the Colonial Government to resume the site occupied by the Naval Range at Kowloon,
2. In his opinion that arrangement provides only for the exchange of certain War Department rights over particular areas of Crown Land for rights over other Crown land, and furnishes an agreement as to the methods of valuation to be adopted. Any determination of leases or of other interests in the land held by parties other than the military authorities would be for settlement between the Colonial Government and the individuals or Departments concerned.
In these respects the position of the Admiralty as regards the Naval Rifle Range is analogous to that of the Colonial Office.
